ANEEL auction to provide more than R$ 12.7 billion in electric energy transmission investments

The auction nº 5/2016 for transmission lines carried out by Brazil’s National Electric Energy Agency (ANEEL) will provide R$ 12.7 billion in investments in transmission lines in the states of Alagoas, Bahia, Ceará, Goiás, Maranhão, Mato Grosso do Sul, Minas Gerais , Pará, Paraná, Paraíba, Pernambuco, Piauí, Rio de Janeiro, Rio Grande do Norte, Rio Grande do Sul, Rondônia, Santa Catarina, São Paulo and Sergipe. The auction happened this Monday (4/24) at B3's headquarters in São Paulo and resulted in the aquiance of 7.068 km of transmission lines and substations with 13,132 mega-volt-amperes (MVA) of power. The Annual Revenue Permitted (RAP) * stabilished by contract was R$ 1.6 billion and of 35 lots offered, 31 were sold.

The auction had a 36,47% discount to the initial offer. It means that companies revenue to exploit investments will be held below the initial expectations, which helps with tariff modality. The auction results will represent, in the next 30 years, an economy of R$ 24.2 billion for consumers.

The company that bought more lots was CTEEP (COMPANHIA DE TRANSMISSÃO DE ENERGIA ELÉTRICA PAULISTA) with a total of four lots individually (lots 5,6,25,29) and one as part of a consortium (lot 1). The largest discount in the auction of 58.87%, occurred in lot 10, bought by STERLITE POWER GRID VENTURES LIMITED. Lot 1 represented the largest investment of the auction (R$ 1.9 billion) and was bought by CONSÓRCIO COLUMBIA (TRANSMISSORA ALIANÇA DE ENERGIA ELÉTRICA S.A. 50% E CTEEP - COMPANHIA DE TRANSMISSÃO DE ENERGIA 50%). Only lots 12, 16, 17 and 24 were not auctioned.

Auction winners are entitled to receive the Annual Revenue Allowed for the service provision, as the commercial operation of the venture begins. The term of works varies from 36 to 60 months and the concessions of 30 years are valid from the contract signing dates.

LOT 1
Lot 1 of Transmission Auction No. 5/2016 was bought by Consórcio Columbia (TRANSMISSORA ALIANÇA DE ENERGIA ELÉTRICA S.A. 50% E CTEEP - COMPANHIA DE TRANSMISSÃO DE ENERGIA ELÉTRICA PAULISTA 50%). The consortium presented an offer of R$ 267.3 million, representing a discount of 33.24% in relation to the Agency forecast for Annual Revenue Allowed (RAP) of R$ 400.4 million. The company won for offering the lowest RAP in relation to the ceiling established by the Agency. RAP is the revenue which the entrepreneur will be entitled for the provision of the transmission service from the commercial of facilities start-up. Lot 1 is composed of transmission lines with an extension of 1200 k), located in Paraná. The purpose of the lot is to strength the service to the state of Mato Grosso do Sul and the region of the municipality of Guaíra - PR, in addition to increase Itaipu hydroelectric plant flow reliability.

LOT 2
The Paraná enterprises that make up lot 2 were bought by Consortium CESBE-FASTTEL (FASTTEL ENGENHARIA LTDA 30% AND CESBE PARTICIPAÇÕES S.A. 70%). The bid offered by the company was R$ 28.05 million, representing an average discount of 12.5% over the initial Annual Revenue Permitted (RAP) established by the Agency of R$ 32 million. RAP is the revenue which the entrepreneur will be entitled for the provision of the transmission service from the commercial of facilities start-up. Lot 2 has 117 km of transmission lines and 150 megavolt-ampere (MVA) of power from a substation. The lot is needed to strengthen the service to the state of Mato Grosso do Sul and to increase system reliability.

LOT 3
Energisa S/A won auction's lot 3. The company presented an offer of R$ 36.7 million, representing a discount of 37.6% in relation to the Allowed Annual Revenue foreseen by the Agency in the amount of R $ 58.8 million. Lot 3 contains a transmission line with 272 km and a substation with 1344 MVA power located in the State of Goiás. Lot 3 will strength the service in Mato Grosso do Sul state and increase system reliability.

LOT 4
578 km of transmission lines from Mato Grosso do Sul and São Paulo were bought by Elektro Holding S/A during the Transmission Auction nº 5/2016. Lot 4 also has a substation with power of 300 MVA. The value offered by the company was R$ 65.5 million, representing a discount of 34.64% over the initial Permitted Annual Revenue established by the Agency of R$ 100.2 million.
Lot 4 will strength Mato Grosso do Sul state service and increase system reliability.

LOT 5
Lot 5 was bought by CTEEP (COMPANY OF TRANSMISSION OF ELECTRICITY ENERGIA PAULISTA). The company presented an offer of R$ 18.3 million, which represents a discount of 32.2% in relation to the Agency forecast for Annual Revenue in the amount of R$ 27 million. Lot 5 has a transmission line of 36 km and a substation with 500 MVA of power. Lot 5 aims to provide electric service to the north and northwest regions of Paraná state.

LOT 6

CTEEP bought lot 6 by auction. For this, the company offered an annual allowed revenue of 46.1 R $ million, which resulted in a discount of 44.51% in relation to the initial price Of R$ 83.2 million.
Lot 6 is composed for a São Paulo substation that will serve as reactive compensation for the 440 and 500 kilovolt (kV) systems in the state of São Paulo.

LOT 7
The transmission lines that compose lot 7 were bought by  EDP (ENERGIAS DO BRASIL S / A). The value offered for the lot was R$ 66.2 million, representing a discount of 36.5% over the initial Annual Permitted Revenue established by the Agency of R$ 104.3 million. RAP is the revenue  which the entrepreneur will be entitled for the provision of the transmission service from the commercial of facilities start-up. Lot 7 consists of 128 km and 1600 MVA power transmission lines from a substation in Maranhão state. The lot is needed to expand electricity supply to the metropolitan region of São Luís do Maranhão.

LOT 8
Lot 8 of Transmission Auction nº 5/2016 is from ARTEON Z ENERGIA E PARTICIPAÇÕES LTDA. The company presented an offer of R $ 9.3 million, with a discount of 37.5% in relation to the Permitted Annual Revenue envisaged by the Agency in the Amount of R$ 14.8 million. Lot 8 is composed of a substation with 300 MVA of power located in Rio de Janeiro. The projects are needed to meet the expansion of cargoes for Resende region in, Rio de Janeiro state

LOT 9
The company RC ADMINISTRAÇÃO E PARTICIPAÇÕES S/A won auction's lot 9. The company showed an offer of R $ 11.4 million, representing a discount of 31.75% in relation to the Allowed Annual Revenue forecast by the Agency in the amount of R$ 16.8 million. The projects aim to expand the transmission system associated with the 138 kV axis between Açu II and Campina Grande II, in the municipalities of Currais Novos and Lagoa Nova in Rio Grande do Norte state.

LOT 10
Transmission lines and substations located in Rio Grande do Sul state were bought by STERLITE POWER GRID VENTURES LIMITED. The value offered by the company was R$ 34.5 million, representing an average discount of 58.86% over the initial Annual Revenue Permitted (RAP) established by the Agency of R$ 83.9 million. RAP is the revenue which the entrepreneur will be entitled to the provision of the transmission service from the commercial start-up facilities. Lot 10 has lines with 112 km of extension and substations with 496 MVA of power. The lot will serve the Bento Gonçalves, Carlos Barbosa, Farroupilha, Garibaldi and Lajeado regions, and in addition increas system reliability.

LOT 11
The company EDP (ENERGIAS DO BRASIL S.A.) acquired two transmission lines and one substation in Maranhão. To do so, it offered a value of R$ 30.2 million, which represented a discount of 4.91% in relation to the initial price of revenue stipulated by ANEEL of R$ 31.7 million.
Lot 11 had 203 km of transmission lines and 200 MVA of a substation. The objective of the works is the supply of electric energy to the loads of Maranhão state northeast region, served from Coelho Neto city substation.

LOT 12
There were no interested parties to compete for Lot 12, which consists of a 113 km long transmission line located in Maranhão and Tocantins.

LOT 13
Two transmission lines located in the states of Alagoas, Bahia, Sergipe and Pernambuco were bought by CONSORCIO RENASCENÇA (CMN SOLUTIONS A026 PARTICIPAÇÕES SA 0.01%, VINCI INFRA TRANSMISSION INVESTMENT FUND IN PARTICIPATIONS IN INFRASTRUCTURE 59.99% E VINCI INFRA COINVESTIMENTO I INVESTMENT FUND IN INFRAESTRTURA PARTICIPATIONS 40%). The amount offered by the company was R$ 44.4 million, which represents a discount of 18.5% over the initial Annual Permitted Revenue established by the Agency of R$ 54.5 million. Lot 13 contains 198 km of transmission lines. The lines will provide the expansion of basic structural network of the states of Sergipe and Alagoas, with reinforcement for Northeast energy generation transmission.

LOT 14
Lot 14 was bought by CONSORTIUM LT NORTE (FM RODRIGUES & CIA LTDA 50% AND HERSA ENGENHARIA E SERVIÇOS LTDA 50%). The Annual Revenue Allowed (RAP) offered was R$ 14.2 million with no negative discount compared to the initial revenue established by the Agency. The RAP is the revenue to which the entrepreneur will be entitled for the provision of the transmission service from the commercial start-up of the facilities. Lot 14 has a 109 km line located in Alagoas. The line will help the expansion of structural expansion for the basic network of Sergipe and Alagoas states.

LOT 15
Lot 15 of Auction of Transmission nº 5/2016 is from STERLITE POWER GRID VENTURES LIMITED. The consortium presented an offer of R$ 24.6 million, with a discount of 25.87% in relation to the Annual Revenue Permitted forecast by the Agency in the amount of R$ 33.1 million.
The lot contains transmission lines with 139 km of extension and substations with 400 MVA of power located in Pernambuco. The lot is necessary to expand the service to the dry region of Pernambuco.

LOT 16 and 17
There were no interested in competing for Lots 16 and 17 composed by a line of 95 km long located in the states of Piauí and Maranhão, and by a transmission line with 38 km of extension located in Rio Grande do Sul, respectively.

LOT 18
The transmission line of 750 km extension of lot 18 located in Minas Gerais and São Paulo is of the company EDP - ENERGIAS DO BRASIL S.A.. The Annual Revenue Permitted (RAP) offered was R$ 205.2 million with a discount of 47,49% in relation to the initial revenue established by the Agency of R$ 390,8 million. The RAP is the revenue that the entrepreneur will be entitled for the provision of transmission service from the entry into commercial operation of the facilities. The line is a necessary reinforcement to the Southeast region associated with the entry of the 1st Bipolo Xingu - Rio Terminal.

LOT 19
The CONSÓRCIO OLYMPUS II (ALUPAR INVESTIMENTO S.A. 51% E APOLLO 12 PARTICIPAÇÕES S.A 49%) won lot 19. To this end, it offered an annual revenue permitted of 99,1 R$ million, which resulted in a discount of 48% in relation to the initial price of R$ 190,5 million. Lot 19 has a line of 330 km long located in the states of São Paulo and Rio de Janeiro. The reinforcement is required to enable the expansion of the North-Southeast interconnection associated with the entry of the 2nd Bipolo Xingu - Rio Terminal.

LOT 20
Lot 20 of the event was won by ELEKTRO HOLDING S.A.. The company presented an offer of R$ 13.2 million, representing a discount of 52.93% in relation to the Annual Revenue Permitted forecast by the Agency in the amount of R$ 28.2 million. 
Lot 20 has a substation located in São Paulo. The reinforcement is required to enable the expansion of the North-Southeast interconnection associated with entry of the 2nd Bipolo Xingu - Rio Terminal.

LOT 21
The enterprises that composed lot 21 were acquired by the CONSÓRCIO ALIANÇA (EDP - ENERGIAS DO BRASIL S.A. 90% E CELESC GERAÇÃO S.A. 10%). The value offered by the company to the lot was R$ 171.8 million representing a discount of 34.99% in relation to the initial Annual Revenue Permitted established by the Agency of R$ 264.3 million. The RAP is the revenue that the entrepreneur will be entitled for the provision of transmission service from the entry into commercial operation of the facilities. Lot 21 is composed of transmission lines of 753 km and substation of 1344 MVA of power. The enterprises are located in the state of Santa Catarina. The facilities aim to expand the system in the southern region of the state of Santa Catarina, reducing the dependence of thermal dispatch location.

LOT 22
With discount of 46.17%, the company ELEKTRO HOLDING S.A. won lot 22. The price offered for the annual revenue permitted was R$ 13.5 million, less than the value determined by ANEEL of R$ 24.2 million. Lot 22 has a substation located in Santa Catarina. The facility aims to expand the system in the southern region of the state of Santa Catarina, reducing the dependence of thermal dispatch location.

LOT 23
The company RC ADMINISTRAÇÃO E PARTICIPAÇÕES S.A. won Lot 23 of Transmission Auction nº 5/2016 by offering the value of R$ 27.4 million. This represents a discount of 29% in relation to the Annual Revenue Permitted (RAP) forecast by the Agency of R$ 38.6 million. Lot 23 is composed of a line of 126 km long, located in states of Paraíba and Pernambuco. The line will provide an increase in the margin of disposing of wind potential in the Northeast Region.

LOT 24
There were no interested in competing in the Lot 24 which has a 142 km long transmission line, located in São Paulo.

LOT 25
Lot 25 of the Auction of Transmission 5/2016 of the ANEEL was acquired by the CTEEP - COMPANHIA DE TRANSMISSÃO DE ENERGIA ELÉTRICA PAULISTA that presented an offer of R$ 10.7 million, representing a discount of 57,55% in relation to the Annual Revenue Permitted (RAP) forecast by the Agency in the amount of R$ 25.2 million. The company was the winner by offering the lowest RAP in relation to the ceiling established by the Agency. The RAP is the revenue that the entrepreneur will be entitled for the provision of transmission service from the entry into commercial operation of the facilities. Lot 25 is composed of a substation located in São Paulo. The purpose of the lot is to perform reinforcement associated with entry of the 2nd Bipolo Xingu - Rio Terminal.

LOT 26
The enterprises of Pará that compose lot 26 were acquired by ENERGISA S.A.. The value offered by the company was R$ 46.3 million which represents an average discount of 29,57% in relation to the initial Annual Revenue Permitted (RAP) established by the Agency of R$ 65.7 million. The RAP is the revenue that the entrepreneur will be entitled for the provision of transmission service from the entry into commercial operation of the facilities. Lot 26 has 592 km of transmission lines and 300 MVA of power from a substation. Works are aimed at reinforcing the supply to the region of Santana do Araguaia and increasing the quality and reliability of customer service in the northeast region of Mato Grosso.

LOT 27
The company ELEKTRO HOLDING S.A. won lot 27 of the auction. The company presented an offer of R$ 12.8 million that reaches a discount of 48.93% in relation to the Annual Revenue Permitted (RAP) forecast by the Agency in the amount of R$ 23.6 million. Lot 27 contains a substation located in state of Ceará that will serve as reinforcement for the substation Sobral II to guarantee exchange of electricity between the north and northeast regions, with the entrance of the Belo Monte plant.

LOT 28
Three substations with a total of 700 MVA of power were acquired by ARTEON Z ENERGIA E PARTICIPAÇÕES LTDA. The value offered by the company was R$ 16.2 million with a discount of 37.29% in relation to the initial Annual Revenue Permitted established by the Agency of R$ 100.2 million. The substations located in Maranhão and Piauí will serve as reinforcement for the growth of load in the region of Caxias-MA and expansion to supply the state of Piauí.

LOT 29
Lot 29 of auction was won by the CTEEP (COMPANHIA DE TRANSMISSÃO DE ENERGIA ELÉTRICA PAULISTA). The company presented an offer of R$ 53.6 million, which resulted in a discount of  52,69% in relation to the Annual Revenue Permitted forecast by the Agency in the amount of R$ 113.4 million. Lot 29 has transmission lines of 111 km and 1400 MVA power substations located in São Paulo. Lot 29 aims the electric service of the regions of Araçatuba, Presidente Prudente and its surroundings, with the goal of eliminating problems of loading and voltage of the network.

LOT 30
The company RC ADMINISTRAÇÃO E PARTICIPAÇÕES S.A. won lot 30 of the Auction of Transmission nº 5/2016. For this purpose, the company offered an Annual Revenue Permitted (RAP) of R$ 63.9 million, which resulted in a discount of 32.07% in relation to the initial price of R$ 94 million. Lot 30 is composed of a transmission line that passes through the states of Piauí, Pernambuco and Ceará. The line will strengthen the transmission network of the eastern area of northeast region to dispose of futures wind potentials. 

LOT 31
The transmission lines that composed the lot 31 were acquired by EQUATORIAL ENERGIA S.A.. The value offered by the company to the lot was R$ 126.8 million with discount of 9.5% in relation to the initial Annual Revenue Permitted established by the Agency of R$ 139.3 million. The RAP is the revenue that the entrepreneur will be entitled for the provision of transmission service from the entry into commercial operation of the facilities. Lot 31 is composed of transmission lines of 436 km and a 300 MVA power substation located in Pará. The reinforcements are aim at serving the western region of the state and increasing the reliability of the system.

LOT 32
Lot 32 belongs to the COBRA BRASIL SERVIÇOS COMUNICAÇÕES E ENERGIA S.A.. The company presented an offer of R$ 72.4 million, with discount of 22,20% in relation to the Annual Revenue Permitted (RAP) forecast by the Agency in the amount of R$ 93.1 million. Lot 32 is composed of transmission lines of 310 km, substations with 250 MVA of power located in Rondônia. The enterprises serve as reinforcement for the disposal of additional generation of enterprises of the Madeira complex and meet loads of municipalities of Anary, Cojubin, Machadinho do Oeste and Theobroma which are currently supplied by isolated generation diesel; besides reinforcing the transmission network that meets the Porto Velho substation.

LOT 33
The CONSÓRCIO PARÁ (MALV EMPREENDIMENTOS E PARTICIPAÇOES S/A 30%, PRIMUS INCORPORAÇÃO E CONSTRUÇÃO LTDA 40% E DISBENOP - DISTRIBUIDORA DE BEBIDAS LTDA 30%) won lot 33. The consortium presented an offer of R$ 20.5 million, with discount of 16.14% in relation to the Annual Revenue Permitted (RAP) forecast by the Agency in the amount  of R$ 24.4 million. Lot 33 has a 126 km transmission line and a 200 MVA power substation located in Pará. The enterprises aim to attend the loads of the metropolitan areas of Belém and northeast of Pará and solving the problems of electric power supply to the loads of the areas of Paragominas and Tomé-Açu.

LOT 34
The CONSÓRCIO OMNIUM ENERGY (TESTOTRANS HOLDING LTDA 1% E PATRIMONIUM FUNDO DE INVESTIMENTOS EM PARTICIPAÇÕES MULTIESTRATÉGIA 99%) acquired a substation in Pará. For this purpose, offered a value of R$ 5.7 million which represented a discount of 40.50% in relation to the initial price of revenue stipulates by ANEEL of R$ 9.7 million. The substation has 300 MVA of power and will serve to meet the loads of the metropolitan areas of Belém and northeast of Pará.

LOT 35
Lot 35 is of the CONSÓRCIO BRDIGITAL, BRENERGIA E LIG GLOBAL (BRASIL DIGITAL TELECOMUNICAÇÕES LTDA 79,60%, BRENERGIA ENERGIAS RENOVÁVEIS LTDA 0,40% E LIG GLOBAL SERVICE TECNOLOGIA EM IMPLANTAÇÃO, SISTEMAS TELECOMUNICAÇÕES E ENERGIA LTDA 20%) The Annual Revenue Permitted (RAP) offered was R$ 18.7 million, with a discount of 30.42% in relation to the initial revenue established by the Agency of R$ 25.9 million. The RAP is the revenue that the entrepreneur will be entitled for the provision of transmission service from the entry into commercial operation of the facilities. Lot 35 has a 12 km long transmission line located in Pará. The enterprise serves to supply the metropolitan area of Belém.
